The Appendix A version of the terms of reference is taken from a Hackney decision relating to the principal development agreement in 2010. The CHPCNY version is taken from a website in New York who presumably see it as something of a model for what they’re doing.It is dated 2012. https://chpcny.org/wp-content/uploads/2023/05/Initial-and-Final-Agreements-1.pdf this does admit that some things are confidential.
